联合国教科文组织驻中华人民共和国、朝鲜民主主义人民共和国、日本国、蒙古国、大韩民国代表处代表青岛泰致辞

值此2005年联合国教科文组织远程教育教席国际研修班开幕之际,我很荣幸地致以我们诚挚的祝贺。我要感谢组织并承办此次研修班的上海开放大学,以及与他们密切合作的中华人民共和国联合国教科文组织全国委员会和中国高校现代远程教育协作组。

上海开放大学是中国在亚太地区推进并实践远程开放学习观念最活跃的组织之一。该大学成功举办的一系列活动是我们长期而紧密的合作关系的最佳证明。他们举办的活动有:成立于1997年的联合国教科文组织远程教育教席活动,联合国教科文组织积极参与主办的2003年世界巨型开放大学首次峰会,以及现在的远程开放学习优质课程设计和开发案例分析系列国际研修班等。

上海开放大学和本次系列国际研修班在组织优秀演讲者和确定合适的远程开放学习主题上做得非常完善,这一切都将使研修班参与者可以根据他们各自的国情和区情创造性地运用前沿概念。

虽然最新颖的技术和方法将会是演示的中心话题,但是从教育传播系统的角度来看,课程传播问题也是很重要的。这个传播系统应该是合适的,它能使得偏远、落后地区的人也容易获得优质课程资源。我相信,在相关的国家中强调教育公平、教育质量和教育机会应该是联合国整个体制努力的一个内在部分,这将使社会主要的边缘群体、弱势群体(如: 女童和妇女、少数族裔、移民和伤残人士)回到主流社会。

借此机会,我想特别祝贺上海开放大学主办的这次远程开放学习系列研修班,这是联合国教科文组织教席活动的一部分。我期望本次研修班能成为一个学习交流的平台,让参与者提升他们目前的知识与技能水平,帮助他们规划未来远程开放学习的课程和课件。

It is my great pleasure to convey our sincere congratulations on the opening of the Serial of International Training Workshops 2005 in Open and Distance Learning. I would like to express my gratitude to Shanghai TV University for organizing and hosting this Serial, in close cooperation with the Chinese National Commission for UNESCO and the Chinese Modern Distance Education Association of Higher Education.

 

Shanghai TV University is one of the most active institutions in China to promote and practice the ODL concept in the Asian and Pacific region. A number of events successfully carried out by the University serve as testaments to our solid and long-term partnership. To name few, I would mention the UNESCO Chair in Open and Distance Learning established in 1997, UNESCO’s active involvement in the 2003 World Summit of Mega Universities hosted by the University and the current preparation of the “Case Studies of Quality Curriculum Design and Development in Selected Subject Areas in ODL”.

 

The Shanghai TV University and the Chair did a great job in assembling brilliant speakers and identifying pertinent Open and Distance Learning topics, all of which will allow the workshop participants to place innovative cutting-edge concepts in their respective national and regional contexts.

 

Even though the state-of-the-art technologies and methodologies will be in the center of presentations, it would be important to look at them from the point of view of an education delivery system that is accessible, appropriate and affordable in remote and disadvantaged areas. I also believe that addressing education equity, quality and access in countries concerned should constitute an integral part of the UN system-wide effort to mainstream major marginalized and vulnerable groups: girls and women, minorities, migrants and people with disabilities.

 

I would like to take this opportunity to particularly congratulate Shanghai Television University on the hosting of this training workshop as the element of serial of UNESCO Chair activities. I wish this training workshop would serve as the platform to further enable participants to advance their knowledge of current developments and assist them in planning of ODL curriculum and courseware in the future.
